第二次美英战争期间，英国舰队来到位于美国马里兰州词条巴尔的摩市东南，向美军的前沿阵地麦克亨利堡发起猛烈进攻。
一位名叫弗朗西斯·斯科特·基的美国律师，乘船来到英国舰队，希望对方释放一名被抓获的囚犯。英军没有立即答应，让他待在自己的小船上，还派人予以看管，不准他私自离开。
当晚，英国舰队对麦克亨利堡进行狂轰滥炸。美国军队词条顽强抵抗，守住了城堡。
第二天早晨，弗朗西斯·斯科特·基从小船上眺望麦克亨利堡。他透过弥漫的硝烟，看见一面美国国旗还在麦克亨利堡上迎风飘扬，被深深地感动了，当即在一封信的背后写了几行诗句。
弗朗西斯·斯科特·基回去后，和自己的朋友尼科尔森法官分享了这首诗。尼科尔森很欣赏这首诗，建议他用当时流行的曲子《阿纳克里翁在天上》，作为这首诗的配乐，改为歌曲，并取了歌名为《星光灿烂的旗帜》（The Star—Spangled Banner）。
《星光灿烂的旗帜》问世以来，深受美国民众的喜爱，迅速在美国民间流传起来，在美国的影响力很大。1931年3月3日，美国将它正式作为国歌。
不过《阿纳克里翁在天上》是英国作曲家约翰·斯塔福德·史密斯写的，等到美国人发现国歌的作曲者是个英国人的时候，《星光灿烂的旗帜》在美国已经深入人心，所以就没有重新谱曲了。
不过弗朗西斯·斯科特·基是一名奴隶主，自己曾有7个黑奴。他曾为身为奴隶主的当事人打过维护蓄奴权力的官司。此外，他还曾起诉了要废除奴隶制的白人和黑人，是一名种族主义者。所以在美国有很多人希望将美国国歌换成《美丽的美利坚》。
